How Does the Government Buy Products and Services?

Open Market or “Micro Purchases"

Federal expenditures under $3,000 do not require any paperwork or bidding; this is called paperless procurement. Federal buyers select any qualified small business vendor to purchase from and pay for the products or services with a Visa or MasterCard, called a P-Card by the government.


The Small Business Set-Aside Program

The U.S. Federal Government is mandated to make purchases between $3,000 and $100,000 from small businesses. In fact at least 23% of all Federal purchases are made from small businesses. The mandate is called the “Set-Asides for Small Business” or Federal Acquisition Regulation 19.502. The government is helping small businesses not only to survive, but also to thrive.
